3C or CCC stands for China Compulsory Certificate, a compulsory product certification that is required for specific products for the Chinese market. Most important elements of the initial certification are the product tests in China and the factory audit by the Chinese inspectors.
Marking products with the CCC logo is the final step of the CCC certification. Without marking, even successfully CCC-certified products may not be imported to China legally.
The Chinese authority CNCA (Certification and Accreditation Administration) has been responsible for the supervision of the CCC marking. As of March 20, 2018 this has changed according to an official announcement. Marking regulations now fall within the scope of the respectively responsible certification authorities such as CCAP or CQC. As a result, the marking requirements and the associated process have changed as well:
The CCC logo must still maintain a ratio (width to height) of 1.27:1. The supplementary-letter (S, EMC, S & E, F, I), which so far referred to the type of CCC certification, such as “S” for Safety or “F” for Fire Protection is now no longer needed. For already certified products for which a marking approval has been issued by the CNCA, the logo shall be adjusted individually by the manufacturer. The changed product markings are no longer subject to approval by the relevant certification authorities.
The transitional period for the new GB standard for adapters will end on October 13, 2018
The Chinese Technical Expert Group (TC07) for CCC certification announced in January 2018 new information about the implementation of GB standard 2099.3-2015. The standard will replace the current GB standard version 2099.3-2008.
Two years earlier the CNCA issued a statement about the changing certification requirements for adapters and extension cables as well as for USB outlets. In this notification the following three steps were defined for the transitional period of the new GB standard:
- As of January 1, 2017, all USB outlets in China must be certified according to the new GB Standard 2099.3-2015.
- As of April 14, 2017, all sockets in China must be certified according to the new GB Standard 2099.3-2015.
- As of October 13, 2018, only products certified by CCC according to the new GB standard 2099.3-2015 may be traded in China.
Based on the new information, the first of the three steps has now been changed again: Products certified for CCC in accordance with the old GB standard 2099.3-2008 that were produced before April 14, 2017 may continue to be traded legally until October 13, 2018.

The transitional period for the new
The Industry Division of the Chinese Ministry of Industry and Information Technology Equipment organized industry agencies, key enterprises and other units to study the draft versions of new GB standards for “electric vehicle safety requirements”, “electric vehicle lithium-ion battery safety requirements”, “electric bus safety requirements” in an effort to openly solicit opinions from the different relevant parties.
The aim is to strengthen the management of new energy vehicles industry, improve new energy vehicles safety requirements, improve the standards system of new energy vehicles and promote the development of new energy automotive industry.
The deadline for comments on the draft standards through special forms is February 24, 2018.

With the progressive automation of vehicles and the development of fully autonomous driving, the cockpit and the vehicle control become less important for the driver. In the future car drivers will increasingly focus on non-driving areas such as integrated displays in the vehicle interior, high-quality surfaces and new possibilities for movement through rotating seats. The automotive interior parts are becoming more and more comfortable with new requirements and possibilities for interior suppliers.
Many automotive interior suppliers are developing new surface materials and processing technologies to increase the value of the products and to meet the increased focus of the drivers. These include, for example, thin foils for doors, consoles and other components, which are being developed as an alternative to injection molded parts in the interior. New colors, gradients and effects play an important role.
Visitors to the automobile trade fairs of recent months were already able to gain a first impression of the direction the development of vehicle interiors will take in the future. Especially for the China, who wants to take the lead by 2030 in the field of autonomous driving, high quality standards apply to Chinese customers of German premium manufacturers. Surface materials of the vehicle interior are to be tested for flammability during the CCC certification if they meet a certain minimum size and are made for the Chinese market.
The System Standard IATF 16949: 2016 was released on October 1, 2016 by the International Automotive Task Force and replaced the previous standard ISO/TS16949.
The quality standard ISO 9001:2015 and IATF16949 regulates the implementation and execution of quality management systems.
IATF16949:2015 can be looked at as a required addition to ISO9001: 2015. The standard covers all processes along the entire value chain and focuses more on areas such as customer orientation, risk analysis, systematic improvement through continuous error prevention, and more emphasis on the responsibility and skills of all employees.
The new Standard IATF16949:2015, unlike the previous standard will make it no longer possible to transfer the responsibility entirely to quality officers. In IATF16949:2015 the quality-relevant matters and responsibilities escalated directly to the management level.
Existing ISO/TS16949 certificates will expire on September 14, 2018. The short time frame and transition period brings increased pressure for the companies to act on the new requirements and implement IATF16949.
This situation is further exacerbated by further certifications such as customer audits or CCC certification audits.

GB Standards for Automotive Vehicle
The GB Standard (GB stands for Guobiao, or “National Standard”) is the basis for testing products that require certification. Therefore, if there is no corresponding GB Standard for a product, CCC is not required.
The car itself is subject to certification, as are numerous individual automotive components. Certifying the individual components according to the CNCA automotive regulations is the preferred solution; otherwise, service parts imported into China may be detained by Chinese customs. The vehicle manufacturer may be permitted a certain range of parts included in the overall vehicle certification, but this can lead to complications if changes are made to the components or the suppliers. In addition, according to the relevant CNCA automotive norms, these components cannot be marked with the CCC mark.
For complete certification implementation and to ensure a smooth flow for supplying service parts, it is recommended, if not mandatory, to certify the following automotive products according to the relevant CNCA regulations.

The Ministry of Industry and Information Technology (MIIT) has released a statement that they have gained reassurances from Apple that three potentially invasive background services are merely diagnostic tools that won’t be used for malicious purposes. This is despite reports which suggested that there was some risk of personal information being leaked.
The guarantee, which was submitted by Apple to the MIIT, claimed that Apple would not ‘interfere’ with any customer’s confidential information, without the express permission from the user. For further reassurance purposes, Apple has even taken steps to enhance their security in an effort to make it even more difficult for anybody to use these tools in a malicious manner.
These actions, along with the reassurances from Apple mean that that four variations of the iPhone have passed CCC certification, which has also aided Apple in gaining a license from the State Radio Regulation of China so that the handsets could be sold.

ANSI Seeks Feedback on China’s Draft Revision of Standardization Law
The American National Standards Institute (ANSI), which is closely monitoring the rollout of the reform of China’s standardization system, encourages its members to submit comments on the latest version of China’s second standardization law draft by May 31, 2017.
The State Council of the People’s Republic of China released the draft revision of the law, which serves as the groundwork for China’s ongoing standardization reform initiative. The law is intended to promote scientific and technological progress, improve the level of economic and social development, enhance the quality of products and services, ensure the safety of people's health and life and property, and strengthen standardization.
ANSI previously submitted comments for the March 2016 revision, available here. For the second draft, ANSI is collaborating with its International Policy Committee (IPC)/Board Focus Group on China’s standardization reform to collect feedback, and encourages all ANSI members to submit comments for consideration. Stakeholders can submit comments to ANSI via china@ansi.org.
Comments should reference specific articles in the law and are due to ANSI no later than May 31, 2017. ANSI also encourages members to submit comments through their own organizations, or to send comments and feedback to ANSI for information, rather than inclusion in the ANSI submission. The final version of ANSI’s comments will be circulated following submission.
An English translation of the draft law provided by the Seconded European Standardization Expert in China project (SESEC) is accessible online. ANSI has not reviewed the translation for accuracy, and it is provided for reference only.
ANSI, which serves as the coordinator of the U.S. voluntary consensus standardization system, has been closely following the rollout of the reform through its international policy department, and has maintained close ties with the Standardization Administration of the People’s Republic China (SAC) through frequent meetings and visits. On January 1, 2017 the new GB standard GB7000.1-2015 went into effect. Initially released on December 12, 2016, it replaces the previous standard GB7000.1-2007.
The GB Standard defines the mandatory product tests required for CCC certification. In this case, GB7000.1-2015 defines the tests and test procedures that ensure the Safety and Electromagnetic Compatibility Certification Rules for Lights and Electrical supply track systems for Luminaires.
Companies whose CCC certificates have been issued in accordance with GB7000.1-2007, are required to update their certificates to the new GB Standard by March 31, 2018 to remain in compliance. Certificates that have not been updated by then will be suspended, and then cancelled by the CQC (China Quality Certification Center). The update requires new product testing in China in accordance to the new GB Standard. Any new product CCC applications are only accepted if they comply with the new standards.
In the course of updating the GB Standard, the CQC also revised the corresponding CQC Implementation Rules. The new CQC Implementation Rule CQC12-465313-2016 was published on December 30, 2016 and replaces the previous Implementation Rule CQC12-465313-2010.
Implementation Rules define the CCC framework that must be implemented within an applicants’ production facility in order to qualify for CCC certification. The CQC allows a transition period to all certificate holders in order to update their CCC according to the new Implementation Rules. All certificates must be updated within one year, starting on December 30, 2016. Certificates that have not been updated will be suspended and then cancelled by the CQC.
It is important to keep in mind that these changes must be made regardless of the expiration date showing on the CCC certificate(s) to remain in compliance. As a CCC certificate holder the manufacturer agrees to do their annual follow-up audits and to stay up to date with any mandatory changes required.
Recent applicants who have applied for CCC recently do not need to worry. Only applications that are in compliance with the updated GB Standards and Implementation Rules have been accepted since the updates were published.

In our news section we have written about the fact that the sales of electric cars in China have been on a steady increase since 2015. One possible reason for this increase could be the realization of the current air quality conditions and an increased awareness of environmental concerns. Due to the growing demand, China is now regarded as the leading market for electric vehicles.
This increased awareness in environmental concerns is also evident as shown by the actions of various ministries in China who are negotiating a minimum quota for of electric vehicles sold. The aim is to have more than 5 million electric vehicles registered in China by 2020. As of 2018 8 percent of all vehicles sold should be electric. This is a lofty goal if you look at 2016 sales. Over 23 million vehicles were sold in China in 2016 but only 1 % of their sales were electric vehicles.
The aim of this regulation is to dramatically reduce the air pollution from cars and to provide domestic manufacturers of electric vehicles with a larger market share. If western automotive manufacturers do not reach these planned targets, they would have to subsidize the Chinese manufacturers of electric vehicles.
In order to avoid any problems with the import of electric vehicles into the Chinese market, it should be noted that the implementation rules for CCC certification of electric vehicles are the same as for classical vehicles.

On December 20, 2016 the CNCA announced that the regulations for CCC certification will be revised and optimized in the near future.
It is not yet clear what the proposed changes will be, but the focus of the changes are expected to affect the CCC product range, the CCC certification process, follow-up certification and penalties for non-compliance and other topics. The aim of this amendment of the regulations is to harmonize the certification processes and to improve the legal and technical implementation.
Although not much is known about the changes of the regulations, it is not surprising that the product range could be further extended since this has been an ongoing process since the inception of CCC certification. This means that product groups which were previously not required to get CCC certification could soon be CCC mandatory. It is important to keep current with the changes to the regulations to understand if CCC will be needed.

MPR China Certification GmbH and the China Certification Centre for Automotive Products (CCAP) have been working very closely together for many years. In 2014 MPR China Certification GmbH and the CCAP shared a joint booth at the IZB (International Suppliers Fair) in Wolfsburg. MPR China Certification GmbH will again share a booth at the IZB with the CCAP in 2016. MPR China Certification GmbH has been the only foreign certification company to be awarded by the CCAP as an “Outstanding Certification Company” in 2013. The CCAP is responsible for the certification of automotive suppliers and in the near future also for automotive manufacturers in the course of CCC certification.
As a result of the close cooperation and strong relationship the CCAP opened a representative office on the premises of the MPR China Certification GmbH at Kaiserstr. 65 in Frankfurt am Main, on Oct. 12, 2016. It is the first branch of the CCAP outside China. MPR China Certification GmbH is honored to be a part of their expansion.
The representative office was opened by Mr. Fu Zhijian, the Director of the CCAP, Mr. Qiang Yi, the former Director of the CCAP, and Mr. Ma Lin, the Director of the International Department. Mr. Ma will also lead the representative office and now takes over a double function at the CCAP. The aim of this representative office is to serve as an interface between European applicants and CCAP employees in China and to simplify and accelerate the certification process.
MPR China Certification GmbH, represented by the managing directors Julian Busch and Christoph Graffius, and MPR GmbH, represented by the managing director, Mrs. Xingshu Zhao, hosted the event. Among the guests were representatives of the test labs CSI as well as Dekra and representatives of well-known automotive suppliers such as Johnson Controls, Takata, Autoliv and ZKW. In total, more than 20 participants attended the opening and were able to participate in the lectures and discussions. After the official opening the further internationalization of the CCAP was celebrated with a feast.
It was also an honor to welcome Mr. Xiao Jianhua, Secretary General of the CNAS (China National Accreditation Service for Conformity Assessment) at the event. Mr. Xiao welcomed the opening of the representative office as an important step in the professionalization and internationalization of the Chinese certification authorities. As a national accreditation body, CNAS is responsible for the accreditation of certification authorities and laboratories and has accredited the CCAP as a certification authority.
The further strengthened relationship between MPR China Certification GmbH and the CCAP naturally benefits the customers of MPR China Certification GmbH and China Certification Corporation. The regular exchange between the management staff of CCAP and MPR China Certification GmbH can now be further strengthened by close proximity to MPR China Certification GmbH. This will guarantee an optimal certification process for the clients of MPR China Certification GmbH.

Every GB Standard has a corresponding CNCA-Implementation Rule that prescribes the method, scope and process required to certify a particular product. The CNCA (Certification and Accreditation Administration) issues the Implementation Rules for each product category that is required to be certified. The CNCA regulations contain instructions on how products are classified into certification units, which product tests have to be carried out and how the factory inspection at the manufacturing facility must be performed.

In May 2016, China established a public online portal in Chinese for information and links related to the country’s association standards (although officially translated as “association standards” in several policy documents, they are more commonly known as “social organization standards”). The portal was established in accordance with China’s plan for deepening the reform of its standardization system, which the American National Standards Institute (ANSI) has been closely monitoring.
The reform plan promotes association standards, a relatively new category of Chinese standards, and the government has released several policy documents regarding the development and use of these standards, including “Association Standardization—Part 1: Guidelines for Good Practice” [see related news item] and the “Guiding Opinions for Fostering and Developing Association Standards.” A reference translation of the Guiding Opinions is available in the Member Library.
The Guiding Opinions called for the establishment of the online information portal, which is managed by the Chinese National Institute of Standardization (CNIS). Although an English version is not currently available, ANSI has investigated the content of the website and found the following to be noteworthy:
- As of August 13, 2016, the web site lists 120 registered social organizations;
- As of August 13, 2016, the web site provides information on over 157 finalized association standards;
- The website provides an overview of the evaluation process for association standards, but the requisite forms have not yet been uploaded; and
- The website provides links to relevant Chinese government policies and answers FAQs regarding association standards.
The establishment of the portal is an important demonstration of transparency, although more information on the evaluation process, association standards currently under development and how to participate, and an English version of the portal would expand its utility considerably. September 4th 2014, representatives of the “National Center of Supervision and Inspection on Motor Vehicle Products Quality (Shanghai) and Shanghai Motor Vehicle Inspection Center” (Chinese: 国家机动车产品质量监督检验中心 (上海) 暨上海机动车检测中心) presented Mr. Julian Busch, CEO of MPR China Certification GmbH / China Certification Corporation, an award for the excellent cooperation during the last years. The award was granted due to the company’s outstanding performance in the area of CCC certification of complete vehicles and automotive parts.
Since 2005, MPR China Certification GmbH / China Certification Corporation has been supporting hundreds of automotive suppliers and whole car manufacturers in handling their initial CCC certifications and CCC certificate extensions. In the course of certification processes, sample parts mainly were tested at National Center of Supervision and Inspection on Motor Vehicle Products Quality (Shanghai) and Shanghai Motor Vehicle Inspection Center according to the correspondent Chinese GB Standards.
Now, MPR China Certification GmbH / China Certification Corporation was awarded for its constant professional and constructive work in the past nine years. It is the first time ever that a Chinese test laboratory is appreciating the work of a foreign certification company in that way.
The test laboratory explicitly mentioned the excellent preparation of test samples and the high quality of CCC application documents as well as the excellent customs clearance procedures of the samples which is handled by MPR China Certification GmbH / China Certification Corporation. Test reports usually include information out of the application documents. To issue test reports correctly, the responsible engineers are highly dependent on the careful and diligent work of the applicants.
