The Super-efficient Equipment and Appliance Deployment (SEAD) Initiative of the Clean Energy Ministerial has had a busy and impactful year.  

In 2013, SEAD  recognized the world’s most efficient computer monitors and launched the new award competition for electric motors; supported municipalities’ transition to energy efficient street lighting; and facilitated the regional development of S&L in the West African region.

And, through close collaboration with expert partners, SEAD finalized several product and policy analyses – covering topics from improved energy efficiency in ceiling fans to monitoring and evaluating green public procurement programs.

Energy efficiency: the fastest, most cost-effective response to the global energy and climate crisis

Energy efficiency of appliances, buildings, and industry offers one-third of the solution to mitigate greenhouse gas emissions globally. Making more efficient use of energy—eliminating waste and providing energy services with less—offers the cheapest, fastest route to avoiding harmful emissions, improving energy independence, and enhancing consumer welfare.

EnergyEfficiency 2030 is a global partnership that drives best practices for decision-makers to reduce the energy use of appliances, buildings, and industry, which collectively account for more than two-thirds of the world’s end-use energy consumption.

A joint initiative of the Collaborative Labeling & Appliance Standards Program (CLASP), the Global Buildings Performance Network (GBPN), and the Institute for Industrial Productivity (IIP), EnergyEfficiency 2030 combines deep technical capacity and global expert networks to enable the smart development and implementation of energy efficiency policies worldwide.

Washington, DC, September 13, 2022 – A new analysis from Efficiency for Access, “Appliances for All: Assessing the Inclusivity of the Solar Appliances & Lighting Sector”, examines how well solar lighting and appliances are reaching their target populations, and assesses inclusion across solar company employment practices and product offerings. According to the analysis, the sector is largely serving a homogenous demographic: men with grid connections who are better educated and wealthier than their peers. Additionally, women make up only 23% of the workforce within decentralised energy companies. Overall, this meta-analysis finds that more can be done to reach marginalised groups and ensure the benefits of energy access are experienced equitably.

This seminal report is a first step towards establishing a baseline to understand how well the sector is performing across different facets of inclusivity. “As global economic and climatic challenges threaten our progress towards achieving universal energy access by 2030, marginalised groups may be overlooked. This report offers a first look at the solar lighting and appliance sector’s reach to those historically excluded by virtue of their gender, disability, poverty or otherwise,” said Makena Ireri, Director of Clean Energy Access Research at CLASP.

The Sector’s Typical Consumer 

While limited, data from 19 household surveys indicate that the typical solar lighting and appliance user is most commonly a male with a grid connection who is employed, does not have a disability, and is relatively better educated and more affluent than the average person in his country.

  • Only 41% of respondents reported earning less than USD $3.20 per day, the international poverty line, compared to over 65% of people in sub-Saharan Africa and over 60% in India.
  • 12% of the respondents reported having at least one disability, which is lower than the global estimate (15%).
  • 64% of respondents identified as men, while women comprised less than 40% of our sample, suggesting access barriers to solar products across sales, ownership and use.

“These findings, while not exhaustive in their representation, still reveal a sobering status quo that solar lighting and appliances may still be out of reach for millions of vulnerable people,” said Yasemin Erboy Ruff, Clean Energy Access Manager at CLASP. “To truly accelerate the sector’s aim of achieving Sustainable Development Goal 7, we need to more intentionally focus on multiple dimensions of inclusivity, not just gender.”

Assessing the Private Sector 

Data from 68 companies in four markets show that women account for 23% of the workforce in distributed energy companies, similar to the broader energy sector at 22%. Notably, 84% of companies did not report gender-disaggregated data. Further, only 5% of the companies surveyed said they distribute or deal in nascent technologies that have traditionally been perceived to benefit women, like electric pressure cookers or solar mills.

Men far outnumber women in managerial positions within solar lighting and appliance companies. For example, there are only three women CEOs in over 200 solar companies in Uganda. This diversity gap within the private sector may lead to biases in the types of products developed and business decisions made, which may affect social impact.

An Incomplete Picture 

According to Lauren Boucher, Research Manager at CLASP, “Principles of diversity, equity, and inclusion are deeply embedded within the ethos of solar lighting and appliances sector and its goal to ‘leave no on behind.’ However, to date, it lacks the standardised definitions, targets, indicators, and data collection efforts required to assess who is included and excluded from access initiatives.”

The report is an important first step toward establishing a baseline to understand how well the sector is performing, but the results should not be viewed as a comprehensive or fully accurate view of the sector. No survey included in this analysis required respondents to share demographic information on all three dimensions of this report (gender, income, disability). In an effort to create the largest possible sample size, Efficiency for Access did not drop observations with missing data from its analysis. These missing data introduce bias and further underscore the need for a coordinated, sector-wide effort to fill data gaps and harmonize tracking and evaluation methods.

Recommendations for Impact 

To deliver sustainable development through a just energy transition, solar products must be accessible to all who need or desire them. A push for a more inclusive sector is good for business: widening access to previously untapped populations can expand customer bases, increase sales and enable appliance markets to scale. Feedback from a diverse consumer base can lead to product improvements that benefit all customers, not just marginalised groups.

To fully realise these benefits, our analysis recommends addressing the affordability gap, developing and tracking diversity, equity and inclusion metrics, and innovating and investing in a broader array of solar appliances, among other tactics.

“As the sector develops strategies to leave no one behind, this report sets a baseline to give stakeholders more clarity, direction, and the ability to track,” added Makena Ireri of CLASP.

A Deeper Dive

To assess how well the off-grid solar sector is reaching marginalised groups, we used data on the respondent’s gender, income, and disability status to calculate the per cent of respondents that identify as a woman, have a household income lower than the international poverty lines of USD $1.90 or USD $3.20 daily, or live with a disability. We

used data from 60 Decibels and the World Bank to construct benchmarks and the relevant region/country to draw comparisons to the broader solar lighting and appliance sector as well as the populations it serves. Respondents were surveyed on ownership of more than nine appliances, including televisions, fans, milking machines, refrigerators, solar water pumps and solar home systems.

To assess workplace diversity and inclusion efforts among private sector companies, we analysed gender-disaggregated employment and compensation data from Power for All’s 2021 Powering Jobs Survey. We also analysed company-reported data on the location of company offices, company expertise, and product offerings using data from Power for All’s Powering Jobs Survey and the Global Distributors Collective’s Member Survey.

The demand for more renewable energy technologies such as solar panels and wind turbines is creating pressure on the environment due to mining of critical metals and production of more e-waste as these technologies reach their end-of-life cycle, creating an opportunity for a circular economy. In a circular economy, materials have multiple life cycles and re-entry points into the market as they are systematically recovered, repaired and remade.

CLASP is part of a team that supports the U.S. Agency for International Development’s (USAID) Scaling Up Renewable Energy (SURE) program. CLASP was recently awarded a subcontract under the SURE program, led by Tetra Tech, alongside dss+ to engage strategically with governments, the private sector, civil society, and communities to support transformational policies and initiatives and to build human capital and institutional capacity to address waste challenges associated with renewable energy investments while creating economic value and jobs. Tetra Tech, CLASP, and dss+ technical experts work with partners to develop innovative tools, sustainable practices, policies, business models, and secondary markets for renewable energy parts and materials, cultivating a circular economy that is gender-inclusive, reduces waste, makes the supply chain more resilient, and extends the life of parts. Renewable Energy: Sustainable Solution or Environmental Risk?

Obsolete renewable energy equipment is expected to grow exponentially over the next 30 years. Instead of damaged and decommissioned equipment piling up as waste, the life of these materials must be extended beyond their original use. In 2019, an estimated 18,000 tons of solar photovoltaic (PV) panel waste was generated. By 2050, PV panel waste could increase to 10 million tons annually (BNEF 2020). There will be up to 52,000 tons per year of decommissioned wind blades by 2030 (WindEurope 2020).

We are excited to announce that CLASP, on behalf of Efficiency for Access, has published a series of 2021 Solar Appliance Technology Briefs for off- and weak-grid appropriate technologies.  The briefs synthesize the latest market intelligence and chart the pathway to commercialization for 11 disruptive technologies that are expected to catalyze energy access and sustainable development.

The first iteration of the LEIA Technology Summaries was published in 2017 to help the newly established Efficiency for Access Coalition navigate a nascent market. At the time there was limited data available on market trends and performance of appliances suitable for resource-constrained settings. Since then, CLASP, with the help of its partners, has assembled a wealth of information on a number of these technologies across market, consumer and impact research, and the Efficiency for Access Coalition members have invested nearly £130 million in the high-performing appliances space.

The technologies are grouped into a four-part series based on market maturity:


Fans: Over 670,000 off- and weak-grid fans were sold globally in 2019, as they are one of the most cost-effective and life-saving off-grid cooling solutions. With positive trends in off-grid fan affordability and efficiency, demand is predicted to grow, and the obtainable market is projected to reach 48 million households by 2030.

Televisions: The efficiency and affordability of off-grid televisions have improved by 48% and 44% respectively over the past few years, as they are one of the most coveted off-grid appliances by consumers. While the market potential for off-grid TVs is growing, last-mile distribution challenges and insufficient consumer financing prevents the market from reaching its full potential.


Solar Water Pumps: Improving access to solar irrigation can improve crop yields by up to 3x and build resilience to droughts and unpredictable weather patterns. However, the market remains variable in Sub Saharan Africa and South Asia. To reach new customers, one must leverage new business models and expand partnerships to improve affordability.

Refrigerators: An increasing number of refrigerator manufacturers have expanded their market to target off-grid households and small businesses. Products sampled from local retail markets in the 2019 Global LEAP Awards had improved by 36% over the 2017 period. This class of efficient, off-grid appropriate refrigerators hold promising potential to provide reliable cooling services making it an overall ubiquitous household appliance.


Walk-in Cold Rooms: Establishing cold chains as extensive and reliable as those in industrialized countries would enable developing countries to raise food supply by 15% – about 250 million tonnes. A complete cold chain involves multiple stakeholders, and in the agricultural context this would include farmers, aggregators, transportation companies, warehouses and processing centers.

Electric Pressure Cookers: EPCs are highly energy-efficient appliances and can expand and improve clean cooking access for the 2.6 billion people worldwide who rely primarily on biomass cooking fuels. Efforts to improve design, consumer financing and awareness of their health benefits can help accelerate their market growth.

Solar Milling: Solar milling has the potential to enhance farming efficiency, increase farmer revenues, promote food security and empower women. On-grid solar-powered mills are slowly replacing diesel mills, but progress remains slow in off-grid settings as an ideal scenario must balance three parameters: efficiency, throughput as well as capital & operational cost.

E-mobility: Battery-powered E-mobility transportation modes eliminates internal combustion engine (ICE), that releases toxic particulate matter and carbon dioxide to the environment. The uptake of E- mobility is strong and improving across parts of Asia and Sub-Saharan Africa, however penetration lags in rural areas, and product quality remains an issue. To address core barriers, a deeper understanding of use cases is needed.


Interoperability: Improvements in interoperability would allow customers wishing to upgrade their system or add an appliance to their household to not have to do so through the company that sold them their solar energy kit. The predominant model is that of non-interoperable systems which use brand-specific connectors combined with proprietary digital protocols.

ICT: ICT is a broad term that covers technologies that enable communications — such as radio, television, mobile phones, computer and network hardware, satellite systems, and internet of things (IoT)– and the services provided through these devices. ICT can also enable the uptake of other appliances highlighted in the brief series. For example, access to mobile phones has been a key enabler in the mobile money-driven PAYGo solar home system sector, helping off-grid communities gain access to electricity and contributing to SDG7.

Permanent Magnet Motors: PM motors are a type of electric motor that promise to be more efficient than their more common counterpart, induction motors. PM motors can play a crucial role in addressing efficiency-related challenges in resource-constrained settings across the full grid spectrum. Motors are the primary movers in almost all machinery and appliances. PM motors can be used with smaller power supplies, tolerate low or fluctuating voltages and have longer run times due to higher efficiency. Ideal applications for PM motors in solar appliances include solar water pumps, fans and refrigerators.

Findings show appliances using efficient permanent magnet motors can lower the net cost of an off-grid customer’s solar energy system by 30%. And are 22-42% more efficient than conventional models.

Global LEAP Awards Announces Results for Electric Pressure Cooker Competition

After six months of laboratory testing, the Global LEAP Awards identified 13 best-in-class, affordable, energy-efficient electric pressure cookers (EPCs) as Winners and Finalists of the 2020 EPC Competition. EPCs are a game-changing technology that have the potential to provide safe, clean convenient cooking for people around the world who often rely on inefficient and polluting cooking fuels.

The competition presents the first-ever rigorous performance assessment of EPCs designed explicitly for use in underserved areas, filling a major gap in market intelligence. Testing data from the Awards competition will allow EPC markets to deliver a wide range of environmental and health benefits, from reducing charcoal reliance and GHG emissions, to lowering the burden of disease associated with household air pollution. CLASP administered the competition with support from UK Aid’s Modern Energy Cooking Services and Low Energy Inclusive Appliances programmes. We are excited to share that IKEA Foundation has joined the Efficiency for Access Coalition as its 15th member. By joining the Efficiency for Access Coalition, the IKEA Foundation will work together with other partners and investors to make renewable energy rapidly accessible to communities, reducing carbon emissions and improving livelihoods for people living in poverty. Their support will help 225,000 people improve the productivity of their small agricultural businesses through access to energy-efficient solar-powered equipment, such as water pumps and milling machines, increasing household income by at least 15% and reducing carbon emissions by 40%.

Kenya’s New AC Standards Increase Efficiency Baseline While Reducing Harmful Refrigerants

Over the past two years, CLASP has supported the Kenyan government to revise energy efficiency policies for cooling appliances, e.g. refrigerators and air conditioners. The new AC policy, in addition to increasing efficiency by 11%, has effectively phased out high ozone-depleting R-22 refrigerants in this import market.

New TV Test Method Underpins World-leading European Energy Policy

Last month, the European Commission adopted the most stringent energy performance standards in the world for TVs, computer monitors and other electronic displays. At the heart of the new regulations is an update to the test method used to assess those products. “Elements of the new test method have already been adopted in limited settings internationally, and once European regulators fully implement the new methodology, it will set off a global shift toward a more accurate accounting of the energy and carbon footprint of this product class,” said Eric Gibbs, CLASP’s Chief Policy & Analysis Officer.

CLASP and the Efficiency for Access Coalition are excited to announce the Winners & Finalists of the 2019 competitions for energy-efficient, off- and weak-grid refrigerators and innovative, high performing solar water pumps. With support from UK aid, this year's Off-grid Refrigerator Competition featured the first ever innovation prizes for affordability. Last week, the Efficiency for Access Coalition kicked off a multi-month campaign to advance gender equality and inclusion through energy-efficient appliances - #AppliancesEmpower. The campaign will focus on Gender Equality (SDG 5) as an important cross-cutting theme that relates to Affordable and Clean Energy (SDG 7) and other UN Sustainable Development Goals. Each month, Appliances Empower will explore a different SDG through the lens of gender equality and energy access, starting with Zero Hunger (SDG 2) in November.

On 15 October, CLASP, through the Efficiency for Access Coalition, facilitated the USAID Sustainable E-Waste Management: Best Practices for the Off-Grid Sector workshop in Dakar, Senegal. $1 Million Sub-Saharan Africa Solar E-Waste Innovation Program

In 2016 alone, an estimated 30 million off-grid solar products were sold globally. These products ranged from small portable lanterns to 100+ Watt solar home systems capable of powering TVs, fans and other appliances, with an average lifespan of 2 to 5 years, and sometimes as few as 18 months. To support innovative solutions to management of off-grid solar e-waste, the Efficiency for Access Coalition launched the sub-Saharan Africa Global LEAP Solar E-Waste Challenge. CLASP Policy Database Updated to Include Off-Grid Products

CLASP has expanded its Policy Database to include off-grid appliances. Governments in South America, Sub-Saharan Africa, and South and Southeast Asia are adopting performance standards for solar home systems, solar lighting, off-grid appropriate TVs, and cookstoves.

The CLASP Policy Database is a web-based searchable tool for research and comparison of energy performance standards, labeling, and quality standards for appliances and other electrical equipment worldwide. The accompanying map displays off-grid product standards that are currently in place or under development across Sub-Saharan Africa.

High Efficiency Cooling

The Role of Trade Policy & Energy Efficiency Policy to Promote Highly Efficient Air Conditioner Markets – A new CLASP report discusses how trade policy and energy efficiency policy can work together to reduce the dumping of inefficient products in developing and emerging economies and promote market transformation towards highly efficient ACs. The report presents several case studies assessing the impacts of trade measures that have enhanced or restricted the availability of energy efficient products in various countries. The Role of Trade Policy and Energy Efficiency Policy to Promote Highly Efficient Air Conditioner Markets was developed with support from the Institute for Governance & Sustainable Development.

Indian Government, Mission Innovation & the Rocky Mountain Institute Launch $3 Million Global Cooling Prize – The Global Cooling Prize aims to spur the development of a cooling technology that has 5X less climate impact than standard technology in operation today (considering both energy and refrigerant impacts) and no more than 2X the cost of the standard AC unit on the market at assessed industrial scale. The world is poised to install 700 million new room air conditioners by 2030 and 1.6 billion by 2050. In terms of greenhouse gas emissions, that’s like adding several large countries to the planet. Just a 30% energy efficiency increase for AC technology, paired with low-global warming potential refrigerants, could avoid 98 billion tons of CO2 by 2050. These numbers do not consider cooling systems in buildings or the many varieties of domestic, commercial, and industrial refrigeration.  

Cooling and refrigeration are quickly becoming a necessity in hot climates; they are essential to increasing productivity, improving educational outcomes, minimizing food waste, and improving healthcare. At the same time, we face major climate impacts from cooling around the world. In collaboration with the Kigali Cooling Efficiency Program and others, CLASP and our partners are transforming cooling markets and ushering in sustainable, energy-efficient, low-global warming potential appliance technologies, which are vital to shared prosperity across the globe. 

Southeast Asia 

In Southeast Asia, space cooling represents up to 50% of electricity demand and the room AC market is projected to grow 10% annually over the next five years. CLASP, with the International Institute for Energy Conservation, launched a program to support Vietnam, Thailand, the Philippines, and the Association of Southeast Asian Nations raise the ambition of AC energy efficiency policies and regional policy compliance.

Building on the ASEAN-Shine AC efficiency program, CLASP, with US Department of State support, facilitated a second workshop under the Lower Mekong Initiative - Supporting AC Policy Implementation and Market Surveillance in January. Participants assessed AC policy progress and initiated a regional market surveillance plan.

Africa

In Kenya, the demand for cooling is growing especially in urban centers like Nairobi and Mombasa. CLASP is partnering with the Kenyan Energy Regulatory Commission to support standards for ACs and refrigerators.

With support from the Institute for Governance & Sustainable Development, CLASP is assessing the room ACs market across several African countries, including Nigeria, Ghana, Kenya, Senegal, and Tunisia, where there is less reliable market data. The analysis will build the case for room AC policies and programs.

India

For the first time, the two main types of room ACs available on the Indian market - inverter and fixed speed - are covered by the same energy-efficiency policy. Effective on 1 January 2018, this innovative cooling policy by India’s Bureau of Energy Efficiency includes test procedures to reflect Indian climate variables, also known as the seasonal energy-efficiency ratio.

CLASP is working with BEE to develop policies for energy-intensive cooling systems in commercial and residential buildings. Once implemented, India will have energy efficiency policies in place for nearly all cooling technologies available on the market.

Ghana Developing Cookstoves Performance Label

CLASP and the Global Alliance for Clean Cookstoves, with partner Kantar Public Ghana, are supporting the Ghana Energy Commission in the development of a first of its kind cookstoves performance label.
 
Over 70% of Ghanaian households cook their meals using biomass fuel. According to the World Health Organization, household air pollution from cooking kills over 4 million people worldwide every year and sickens millions more, disproportionately affecting women and children. These same emissions have significant global warming potential.
 
In response, the government of Ghana is developing a plan to transition consumers from traditional biomass or charcoal stoves to cleaner, more efficient stoves, and from traditional fuels to cleaner fuels like LPG, ethanol, or pellets. Since 2015, CLASP has supported the Global Alliance for Clean Cookstoves to improve the availability and affordability of safe, efficient clean cookstoves in six countries. The last major technological leap forward in electricity distribution occurred more than 100 years ago. Inefficient, inflexible, and increasingly fragile, our system of alternating current (AC) power distribution is showing its age.

Direct current (DC) is the power of our sustainable energy future – it is produced by solar panels, stored in batteries, and consumed by the lights and appliances that we have in our homes and offices today.

Recently published, Demand DC: Accelerating the Introduction of DC Power in the Home, provides a glimpse into a more energy efficient, reliable, and secure energy future, one in which generation, storage, distribution, and consumption of electricity in the home is increasingly – though by no means entirely – based in DC.

Standards & Technology for Competitiveness Session
On the second day of the conference, May 25, CLASP is organizing a session on “Standards & Technology for Competitiveness" as part of the Dialogue for Climate Action. The session includes a panel discussion on increasing competitiveness in product manufacturing. Product energy efficiency standards can catalyze innovation in technologies, and facilitate trade and export-led growth, but they can also harm domestic manufacturers. This session will bring together policymakers and representatives from manufacturers and civil society to discuss effective approaches for collaboration on these standards.

Impacts of Energy Efficiency Policies on Manufacturers
At the conference, CLASP will release key findings on the impacts of appliance energy efficiency policies on product manufacturers. The findings will be included in a forthcoming publication from the World Bank Group called “A Greener Path to Competitiveness.”

Energy efficiency standards are widely used as an effective policy tool to reduce energy consumption and operating costs of appliances, equipment and operations. However, their impact on industrial competitiveness is not well understood. The study identifies a number of cases where S&L policies, sometimes in combination with complementary measures, not only achieved their primary objectives of energy use and emissions reductions, but also strengthened domestic manufacturing.

Accounting for 5-25% of delivered energy, water heating consumes more energy than most other residential appliances. This notable energy demand results in significant CO2 emissions and energy expenditure. Recognizing the importance of water heating energy consumption, CLASP initiated this study in collaboration with Waide Strategic Efficiency and several other partners to identiy the policy opportunities for more efficient water heaters in three of the largest economies in the world - China, India and the US. This study provides policymakers and technical experts with the following resources:

Global LEAP, ClimateWorks, and CLASP Spearhead Groundbreaking Energy Access Program

The Global Lighting and Energy Access Partnership (Global LEAP)—a Clean Energy Ministerial initiative led by the U.S. Department of Energy—is partnering with ClimateWorks and CLASP to launch an innovative program that will support efforts to extend renewable energy to millions of people throughout the developing world who currently live without access to electricity. The program will provide off-grid renewable energy service providers and other market stakeholders with essential information about cutting-edge off-grid-compatible appliances to create new market and policy opportunities and reach a broader base of underserved customers. 

Lack of information about off-grid appliances is a major obstacle to energy access.  Backed by a network of industry and development organizations, and built upon a robust product testing framework, the program will create an easily accessible online clearinghouse of off-grid appliances. Information on performance, design and market availability will be particularly useful to companies that sell off-grid energy systems. These companies currently have no reliable way to identify and procure off-grid compatible consumer products such as fans, refrigerators, and televisions. By also producing information usable by appliance manufacturers, policymakers, and investors, this effort will help create a more competitive global off-grid appliance market, and make a deep and lasting impact in clean energy access and sustainable development.

“By filling critical gaps in market intelligence, the program will enable off-grid energy providers to deploy a new generation of high-quality, super-efficient appliances that, when combined with off-grid energy systems, meet a wider range of customer needs and achieve significant development outcomes,” said Caroline McGregor, who leads the Global LEAP initiative.

Indian lady installing a solar panelAn estimated 1.2 billion people live without access to electricity, and another 1 billion have unreliable access. In India alone, up to 400 million people are un-electrified. These communities often use dirty, dangerous fuels like kerosene and diesel to meet their most basic energy needs. Efforts by development organizations and the private sector to deploy small-scale off-grid renewable energy systems have made great strides in providing “beyond the grid” households and businesses with basic energy services. This new program will help these efforts provide a wider variety of services to an even greater number of off-grid customers. 

“Making clean energy widely available in the developing world is fundamental to global climate and development goals,” said Dan Hamza-Goodacre, Program Director of Energy Efficiency at ClimateWorks. “Off-grid appliances are a huge part of the puzzle. We need to accelerate markets for super-efficient appliances and distributed renewable energy, and this program will help build both of these vitally important global markets.” 

Pairing high-quality, energy-efficient appliances with off-grid energy systems can reduce overall energy costs for the world’s poorest communities. Recent analysis found that pairing super-efficient appliances with off-grid solar reduced the price of energy service by up to 50%. While reducing costs, these appliances also provide a range of expanded energy services that enable significantly improved health, educational, and economic development outcomes for underserved households, businesses, and communities. 

“High-quality, super-efficient appliances are essential to the future of clean energy access,” said Christine Egan, CLASP’s Executive Director & CEO. “Because it will enable smart decisions about off-grid appliances, we’re confident that this program will fundamentally improve how off-grid clean energy markets function.”

China Celebrates Energy Label's 10th Anniversary, Launches Smartphone App


On June 13th, the Chinese Government will celebrate the 10th anniversary of its highly successful appliance energy efficiency label, the China Energy Label (CEL). Leading up to the event, the China National Institute of Standardization (CNIS) has been promoting their new CEL smartphone application (or “app”) that will help consumers find more efficient products and serve as a market surveillance tool.

CLASP's research and input helped design the app to empower Chinese consumers and market supervisors with more information. CLASP is excited that the use of new smartphone technologies to assist shoppers in purchasing energy efficient products is beginning to emerge as consumer awareness best practice. China's Enegy Label smartphone app promises to further move the market toward efficient products, mitigating sources of pollution and climate change. Read more.

On January 7, 2015, the Super-efficient Equipment and Appliance Deployment (SEAD) Initiative launched a competition to identify the most energy-efficient flat-panel televisions around the world.

The Global Efficiency Medal competition is part of the SEAD Initiative’s ambitious efforts to reduce energy use on a global scale.

Televisions account for 3 to 4 percent of global residential electricity consumption. Global award-winning products recognized by the first SEAD competition for flat-panel televisions, held in 2012, were 33-44% more efficient than televisions utilizing similar technology.

“Manufacturer innovation is rapidly changing television markets,” said Chad Gallinat, PhD, Chair of the SEAD Initiative’s Awards Working Group. “The competition will distinguish manufacturers that combine innovation for high quality and cutting-edge features with energy-efficient solutions that help consumers save energy and cut back on electric bills.”

This new competition is the fifth administered under SEAD’s global awards program. In addition to televisions, previous awards also recognized super-efficient computer monitors and electric motors. The SEAD Initiative is a voluntary collaboration among governments, with the primary objective of advancing global market transformation for energy efficient products. SEAD is one of 13 initiatives of the Clean Energy Ministerial. CLASP serves as the SEAD Operating Agent.

Comparing energy performance requirements for appliances from country to country is difficult because of variations in product definitions, misaligned energy test procedures, and divergent efficiency metrics.  This complex landscape can prevent policymakers and technical experts alike from identifying or adopting global best practices in appliance energy efficiency policy. 

To address this challenge, CLASP and The Policy Partners, along with more than a dozen other technical product experts, collected data to compare appliance energy efficiency policies, test methods, and efficiency metrics for more than 100 products across nine economies – Australia, China, the European Union, India, Indonesia, Mexico, Russia, South Africa, and the United States.

The resulting analysis, Improving Global Comparability of Appliance Energy Efficiency Standards and Labels, represents the largest and most comprehensive comparison of energy standards and labels ever compiled. Most of all, it describes which product policies are comparable across economies; which are not; and which could be. It is intended to provide policymakers and experts with useful tools for analyzing country data at a macro-level and to enable more informed decisions about the most appropriate policies.

At the 5th Clean Energy Ministerial in May 2014, U.S. Secretary of Energy Ernest Moniz named the winners of the inaugural Global LEAP Outstanding Off-Grid Appliance Awards, a global competition to identify the best, most energy efficient off-grid TVs and LED lighting appliances.

High quality, energy efficient off-grid appliances are fundamental to global efforts to deliver small-scale, distributed renewable energy technologies – such as solar home systems and mini-grids – to billions of energy-poor people throughout the developing world. Super-efficient off-grid appliances use less energy than their inefficient counterparts, reducing the size and cost of the clean energy systems needed to power them. 

To help make sure that Global LEAP Awards winners and finalists reach and impact the global clean energy access market, Global LEAP is profiling the products in the 2014 Outstanding Off-Grid Appliances Buyer’s Guide.  The Buyer’s Guide helps SHS companies and mini-grid developers make smarter, faster procurement decisions by highlighting products that effectively balance price, efficiency, design, and reliability. Each product in the Guide has been evaluated by a panel of off-grid market and technology experts on the basis of laboratory test results, price, and off-grid-appropriate design and function.

In collaboration with UNEP’s en.lighten Initiative, CLASP, as Operating Agent of the Super-efficient Equipment and Appliance Deployment (SEAD) initiative under the Clean Energy Ministerial, delivered a workshop on improving appliance energy efficiency in the 15 countries of the Economic Community of West African States (ECOWAS).

The workshop supported the ECOWAS Energy Efficiency Policy Framework announced in 2012. ECOWAS – which includes Nigeria, Senegal, Ghana, Cote D’Ivoire, Liberia, and Sierra Leone – is working to create a coordinated regional framework of appliance energy efficiency policy, reducing costs for participating governments by sharing resources and replicating successes.


Hosted by the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE), the workshop featured two technical analyses conducted under the SEAD Initiative:
 

  • A comprehensive assessment on ECOWAS’ institutional capacity and policy framework (completed in collaboration with Econoler); and
  • The energy savings potential from implementing regional standards and labeling policies (completed in collaboration with the Lawrence Berkeley National Laboratory).
Initial SEAD analysis suggests that the ECOWAS region could save more than 60 terawatt hours (TWh) of electricity per year by 2030 by adopting best practice efficiency standards for primary appliances such as refrigerators, air conditioners, lighting, and other equipment. To put this figure into perspective, 60 TWh is nearly as much electricity as was consumed by the entire ECOWAS region in 2011.


SEAD’s efforts to advance this regional S&L initiative can result in multiple benefits. The energy savings achieved through more efficient appliances may mitigate peak loads and related power cuts, reduce greenhouse gas emissions, and deliver financial savings, boosting sustainable development.

China is the world’s largest producer and consumer of household appliances, lighting, and equipment, and has one of the most comprehensive appliance energy efficiency programs in the world. However, there are tremendous opportunities to capture additional savings through more stringent policies for major energy-consuming appliances.

CLASP recently published Appliance Energy Efficiency Opportunities: China 2013 that synthesizes – for the first time – technological, market, consumer, and international perspectives to identify further opportunities for energy savings and provide strategic guidance and policy recommendations.
 
The study indicates that tremendous energy savings are available through revised appliance energy efficiency policies for nine prioritized products, shown below. 



By revising standards to reflect the energy performance of the best products currently on the market, China can save 189 TWh of electricity per year – equivalent to removing 37 coal-fired power plants – in 2020.
 
This paper consisted of four separate technical and market studies that will soon be available on CLASP’s website:

Russia Launches its First Energy Efficiency Endorsement Label

On September 18th, representatives from the Association of European Business (AEB) and the European Bank for Reconstruction and Development (EBRD) gathered in Moscow to recognize the launch of Russia’s first energy efficiency endorsement label.

The design and launch of the new voluntary label was a joint project by AEB and EBRD, the purpose of which is to stimulate investment in energy efficient equipment in Russia – reducing energy use, improving the quality of goods, and modernizing manufacturing processes.

CLASP provided international expertise and technical assistance on the design and operation of the labeling program. This was part of a collaboration between CLASP and EBRD on its EBRD’s Efficient Russia Equipment project.

The label will start appearing on appliances and building materials sold in Russia by the end of the year, and will function as a voluntary certification designed to inform consumers about energy efficient products and stimulate their demand in the market.

On September 10, the SEAD Initiative announced winners of its Global Efficiency Medal competition for the world’s most energy efficient computer monitors. 

Samsung and LG products took top honors in different size categories for commercially-available products. A Samsung display also won in the emerging technology category with a monitor 53% more efficient than comparable models on the market today.

By recognizing the most energy efficient monitors on markets around the world, the competition places top-performing, super-efficient products in the hands of early adopting consumers and spurs manufacturers to produce and sell more energy efficient products. 

“When consumers and businesses use these products, they are helping to reduce energy use on a global scale, while saving money,” said Graham Pugh of the U.S. Department of Energy, whose office is responsible for US leadership of the SEAD initiative.

Monitors account for up to 35% of a desktop computer’s energy consumption. If all monitors sold were as efficient as SEAD award-winning models, 15 to 20 billion kilowatt-hours of energy could be saved by 2020 – enough to power Washington, DC for nearly a year and a half.

CLASP and Top10 China Publish Groundbreaking Market Research

According to a new analysis by CLASP and Top10, China could save 1,057 terawatt hours of electricity  – roughly equivalent to the annual carbon emissions from 15.5 million passenger vehicles – by 2030 simply by raising the energy efficiency of 9 domestic appliances to that of the most efficient models currently available.
 
Market Analysis of China Energy Efficient Products (MACEEP) is the result of a partnership between CLASP, Top10 China, and the China Sustainable Energy Program. In a unique perspective that combines market research and policy analysis, the study identifies where China’s appliance energy efficiency policies are not keeping pace with emerging technologies or rapid market shifts.
 
MACEEP is the first-ever third party analysis of China’s appliance market, drawing on independently-collected public data. The project team presented the analysis and associated policy recommendations to the China National Institute of Standardization (CNIS) in May of this year. CNIS has since used the analyses to revise five major appliance energy policies, which will achieve higher energy savings.

2012 marked many milestones and successes for CLASP and the appliance energy efficiency community.  
[Energy Tiger campaign in China] In June of last year, CLASP and the Energy Foundation’s China Sustainable Energy Program collaborated with China National Institute of Standardization to launch a public awareness campaign of China’s energy label.  Posters displaying the message ‘Beat the Energy Tiger at Home’ were posted in 10 Beijing subway stations, with an estimated 47 million passenger views.   
 
In partnership with the SEAD Initiative, we also launched the first Global Efficiency Medal competition, recognizing the most energy efficient flat-panel TVs in the world. The SEAD Global Efficiency Medal spurs innovations among manufacturers for the most energy consuming products, and gets these top-performing, super-efficient appliances to early adopting consumers.

On July 24th, Fred Sherman joined us as Chief Operating Officer, bringing over 20 years of senior executive leadership experience in directing and planning finance and operations. Fred has joined CLASP’s Senior Management Team and now leads our Finance and Operations department.

James Termin, long-time COO, parted CLASP last month after many years of dedicated service. James began his non-profit career at CLASP in 2000. Following some intervening years, he rejoined our team as Chief Operating Officer in 2008, just in time to usher CLASP through a period of significant development and growth.


Over the past five years, James’ contributions to our organizational health have been innumerable. Beyond significant advancements to our infrastructure, technology, human resources, finance, and governance, James has functioned as an intrinsic member of the CLASP family. SEAD Announces Competition to Identify World’s Most Energy Efficient Motors 
 

SEAD Global Efficiency Medal logoSEAD launched a Global Efficiency Medal competition to identify the most energy efficient electric motors around the world.

Electric motor-driven systems account for over 40% of world electricity consumption. They are by far the single largest energy-using product and are responsible for more than 6,000 megatons of CO2 emissions annually — equivalent to the annual emissions of more than 1 billion cars.

By recognizing and promoting the world’s most energy efficient electric motors, the SEAD Global Efficiency Medal competition will help buyers make informed purchasing decisions and spur greater innovation among manufacturers.

The electric motors competition is the third in this global awards program. The first Global Efficiency Medals were awarded to the world’s most energy efficient flat-screen televisions, and the second competition will identify the most efficient computer monitors.

Global LEAP Outstanding Off-Grid Product Awards Launches Television Competition

At the 4th Clean Energy Ministerial in New Delhi, the Global Lighting and Energy Access Partnership (Global LEAP) Awards Program announced a new competition to recognize the very best color televisions for use with low voltage, off-grid energy systems.


About 1.3 billion people worldwide live without access to the electric grid, the vast majority of whom are in the developing world.

Color televisions are in high demand in under- and un-electrified parts of the world, and cost-effective televisions often inspire households and businesses to purchase small energy systems to power them. These energy systems deliver significant energy access, environmental and socioeconomic development benefits.

Energy efficient TVs optimize those benefits by extending run times and leaving more electricity for other uses. They also require smaller power systems, which more people can afford.

New Study Tests European Consumers’ Understanding of Energy Labels


EU Refrigerator LabelA new study by Navigant Consulting for CLASP, published in May, 2013, shows that there in an opportunity to enhance the effectiveness of energy labelling in the EU by revisiting the label design. 

The study shows that European consumers understand most of the information on energy labels. But it also shows that some changes made to the design of the energy label in 2011 have reduced the effectiveness of the European energy label as a driver for product energy performance. 

The study comes at an important time, as Europe is reviewing its framework for developing energy labels and setting minimum energy performance standards. It draws attention to the importance of ensuring that energy labels continue to clearly communicate the difference in energy performance between product models over time. The study also indicates the importance of building on the label through in-store interaction consumers, as well as pre-testing labelling design with users.
